Elite Safety Training is responsible for programme approval, accreditation, quality assurance, enrolment, and certification.
The Low-Risk, Low-Impact Skill Standard equips participants with the practical skills and knowledge to plan and perform temporary traffic management (TTM) activities safely and effectively on low-risk, low-impact worksites.
It is designed for workers whose primary role is not traffic management but who are required to operate within or near the road reserve, where the work is assessed as low risk and low impact under their risk assessment and/or Traffic Management Plan (TMP).
What You’ll Learn
- Understand the principles of temporary traffic management for low-risk, low-impact worksites.
- Understand and apply risk assessment for low risk, low impact activities
- Identify and implement appropriate TTM controls
- Conduct pre-site planning, checks, and briefings prior to commencing work.
- Establish and monitor trigger points.
- Recognise when escalation to higher-level TTM controls or seek additional supervision.
- Complete on-site documentation and ensure compliance with organisational requirements.

- Recognition as a trained individual qualified to work on low-risk sites without direct STMS oversight.
How It Works
- Register Online: Enrol through the Elite Safety Training Booking page. You will receive confirmation and E-Learning log in details from Elite Safety Training.
- Complete your E-Learning Modules + 18 hour workplace log book.
- Attend the Workshop: Participate in a one-day blended session of in classroom learning and complete your assessment that afternoon.
- Certification & Registration: Upon successful completion, your results are reported to NZQA by Elite Safety Training.
Who Should Attend?
This micro-credential is ideal for anyone working within or near the road corridor where activities are short-duration, low-risk, and low-impact.
Examples include:
- Grounds and maintenance staff (landscaping, vegetation control, council reserves teams)
- Inspectors, auditors, engineers, and planners conducting site visits or surveys
- Surveyors and monitoring staff installing or maintaining traffic count devices
- Tradespeople and contractors carrying out minor works near verges or footpaths
- Utility and infrastructure workers (meter readers, streetlight maintenance, inspections)
- Property and facilities maintenance staff (signage, cleaning, or litter removal)
- Couriers or logistics workers making temporary roadside stops
Essentially, anyone who works within the road reserve but is not setting up static worksites.
Workshop Prerequisites
There are no formal prerequisites for this course. Access to a relevant workplace or ability to complete the log-book is required.
Must be a NZ citizen or resident, or on a valid work visa where your employer requires you to complete the training as part of your role.
